Lightly spray a baking tray with the cooking oil spray and rub across the surface of the whole tray.
In a large bowl, combine together the oats, flour, baking powder, and cinnamon.
Stir in the raisins until evenly distributed.
In a separate bowl, whisk together the honey , oil, egg and vanilla extract.
Pour the wet ingredients into the dry ingredients and mix until fully combined. The mixture will be sticky, but should hold together in a ball. If not, add a little more wholemeal flour.
Flour your hands a little and roll the sticky mixture into 10 equal sized balls, place on the baking tray and then flatten with a fork.
Bake for 12–15 minutes in the centre of your oven until golden around the edges.
Remove from the baking tray with a spatula and allow to cool on a wire rack before eating.
