Folks this easy shepherd's pie with frozen vegetables is perfect for a weeknight family dinner.
Now before I get all the comments, I know that traditional shepherd's pie is made with lamb.
However, hear me out! Beef is more available and less expensive so I chose to make my easy shepherd's pie with beef instead.
Also you can buy leaner beef mince with virtually all the fat removed so this is a healthier shepherd's pie recipe.
But if you want to make this the traditional way then feel free to use lamb mince instead!

I've made this shepherd's pie with ground beef mince and frozen vegetables.
I chose frozen vegetables rather than fresh because they're usually cheaper and involve less preparation and effort.
You could also make this shepherd's pie with canned vegetables too.
With everything going up in cost recently I'm all about cooking everything as cheaply but still as healthy as possible.
This pie is really satisying and packed with healthy ingredients.

👪 Why You Should Make This Easy Shepherd's Pie
- Time-Saving: By using frozen vegetables we remove the need for time-consuming prep work like washing, peeling, and chopping fresh vegetables.
- Convenience: Frozen vegetables are cheap and available all year-round. This means you can make shepherd's pie with whatever vegetables you like regardless of the season or what's in your fridge!
- Nutrient Retention: Though there may be slight variations between different vegetables and specific nutrients, frozen vegetables still retain most of their nutritional value.
- Less Food Waste: Frozen vegetables have a longer shelf life compared to fresh ones and are kept in a bag in the freezer. So they won't go bad before you use them helping to minimise food waste.

- White Potatoes
- Olive Oil
- Onion
- Lean Beef Steak Mince
- Beef Stock
- Frozen Mixed Vegetables
- Tomato Puree
- Worcestershire Sauce
- Unsalted Butter
- Milk
- Freshly Ground Salt and Black Pepper

🔪 Step By Step Instructions
Detailed instructions are in the recipe card below. But here is a quick step by step guide of how to make this easy shepherd's pie with frozen vegetables recipe:
Steps 1 & 2
- Pre-heat the oven to 180 Degrees C Fan.
- Peel and cut potatoes into small chunks. Cover with cold water in a saucepan. Cook until soft.
Step 3
- Heat the oil in a large pan. Sauté the onion until softened.
Step 4
- Add the mince and cook until no longer pink. Season to taste.
Step 5
- Stir in the stock, frozen vegetables, tomato puree and Worcestershire sauce. Simmer.
Step 6
- Cover the bottom of a shallow ovenproof baking dish with the beef and veg mixture.
Step 7
- Drain the potatoes and mash together with the butter and milk. Season to taste.
Step 8
- Spoon mash over the mince mixture. Smooth down with back of a spoon. Then create patterns with a fork.
Step 9
- Bake until lightly browned. Allow to rest before serving.
📖 Substitutions
- White Potatoes - just use basic cheap white potatoes.
- Olive Oil - just use cooking olive oil not extra virgin.
- Onion - use a brown onion.
- Lean Beef Steak Mince - I use typically less than 5% fat lean mince.
- Beef Stock - you could use vegetable or chicken stock instead.
- Frozen Mixed Vegetables - use any kind of frozen vegetables you want.
- Tomato Puree - you could use tomato paste instead.
- Worcestershire Sauce - you can leave out.
- Unsalted Butter - you can replace unsalted butter with salted. Just be aware of the salt content in the rest of the recipe.
- Milk - you can use water instead.
- Freshly Ground Salt and Black Pepper

Equipment
Ingredients
- 650 g white potatoes
- 1 tablespoon olive oil
- 1 large Onion finely diced.
- 500 g lean beef steak mince typically less than 5% fat
- 250 ml beef stock
- 110 g frozen mixed veg.
- 1 tablespoon tomato puree
- 1 tablespoon Worcestershire sauce
- 1 tablespoon unsalted butter
- 2 tablespoon milk
- Freshly Ground Salt and Black Pepper
Instructions
- Pre-heat the oven to 180 Degrees C Fan.
- Peel the potatoes, cut them into small chunks, and cover them with cold water in a saucepan. Bring the saucepan to the boil, and then simmer the potatoes until soft about 10 – 15 mins.
- While potatoes are cooking, gently heat the olive oil in a large pan, add the onion and sauté until softened for about 3 – 4 minutes.
- Add the beef mince and gently cook the mince until no longer pink breaking it down with a wooden spatula for about 5 minutes. Season to taste.
- Stir in the stock, frozen vegetables, tomato puree, Worcestershire sauce and simmer for 5 minutes.
- Cover the bottom of a shallow ovenproof baking dish with the beef and veg mixture.
- Drain the cooked potatoes, tip them back into their saucepan and mash together with the butter and milk. Season to taste.
- Spoon mash over the beef mince mixture in the dish. Smooth down with back of a spoon. Then create patterns with a fork.
- Bake for about 20 – 25 mins until lightly browned.
- Allow to rest for 5 – 10 minutes before serving.
